Constitution

ARTICLE I

Section 1) The name of the organization shall be Students for the Second Amendment The University of Texas at Arlington, herein and after to be referred to as SF2A-UTA.
Section 2) SF2A-UTA shall be comprised of two (2) assemblies, the Executive Council and General Body.


ARTICLE II

The purpose of this organization shall be: To educate young people about issues relating to the scholarship of the Bill of Rights, with emphasis on the Second Amendment, and provide an opportunity for them to find political expression and recognition.


ARTICLE III

Section 1) Full membership in this organization shall be limited to those students, staff, and faculty of the University of Texas Arlington and who are willing to support the goals of SF2A-UTA (see Article II).
Section 2) Full membership may consist of monetary and or other dues as amended herein (see Article VII).
Section 3) Only active members (i.e., members current on payment of dues) shall have voting rights at any club meeting. Any matter that requires a vote may be introduced by any active member.
Section4) Active members of the General Body further have the right to present any topics or ideas to the Sergeant At Arms when meetings are not in session.
Section 5) Full members shall be entitled to all privileges of any SF2A member (as of this ratification, certification in firearms safety programs are free for all members) and are entitled to participate in any activity of the local and any other SF2A chapter when such chapter may offer participation by any SF2A member and provided privileges do not conflict with UTA policies.
Section 6) All members must maintain a minimum GPA of 2.0 for the current semester and proceeding semester.
Section7) Members are expected to participate in at least one (1) SF2A-UTA group sponsored activity per month.


ARTICLE IV

As of the date of original ratification SF2A consultants are:

Consultants cannot either hold office or vote in this chapter.


ARTICLE V

Section 1) This organization shall have the following elected officers herein after described as the Executive Council: Chairperson (or Chair), Vice Chairperson, Secretary, Community Service Chairman, Treasurer, Executive Director, and Sergeant at Arms.
Section 2) The officers of the organization shall be elected for a term of one year and shall serve until their successors are duly elected.
Section 3) General elections will be held by voice ballot during the spring semester and shall take place no later than thirty (30) days prior to the last day of final exams.
Section 4) A majority of two-thirds votes of Executive Council and two-thirds (subject to a general body consisting of not less than three (3) members) votes of the general body are required for Officer elections.
Section 5) All officers of the organization must maintain at least a 2.00 GPA, and have a GPA of at least 2.00 for the previous semester. Failure of any Officer to meet this restriction will result in loss of Office.
Section 6) Should an Officer have to, for any reason, resign their position, the Executive Council shall appoint, either by recommendation or plurality vote, a replacement; this individual shall hold the Office for which they are appointed until the next general elections.

The powers of the duties and chain of command of the elected officers shall be:

The Chairperson shall be the chief officer of the organization and shall conduct all meetings of the general organization and the Executive Council. The Chair shall make all committee assignments with the approval of the Executive Council, and shall be a member ex-officio of all committees. The Chair shall have general supervision over all the organization's programs. The Chair has the absolute power to veto any amendment by line or any other measure voted upon by the chapter

The Vice Chairperson shall in the case of the resignation, disqualification, or absence of the Chairman, perform the duties of the Chairman. The Vice Chair shall be the Chairman's chief assistant, and shall be responsible for such additional duties as may be prescribed for him by the Executive Board.

The Executive Director shall be responsible for the oversight of all standing committees as listed herein (see ARTICLE VIII).

The Sergeant At Arms shall be: 1) responsible for maintaining the order and security at any chapter meeting and/or activity; 2) the investigation and or subsequent prosecution of any member found in violation of chapter constitution, and 3) shall serve as liaison between the general body and the Executive Council when the chapter is not in meeting.

The Secretary shall keep the records and proceedings of the organization. The Secretary shall be responsible for the minutes of all meetings of the club and the Executive Council. The Secretary shall keep a record of all projects and official actions taken by the club.

The Community Service Chairman shall be responsible for developing and coordination the Organization's efforts in community outreach.

The Treasurer shall be responsible for the funds and the collection of funds unless otherwise amended herein, of the club and shall keep a record of its receipts and expenditures. The Treasurer shall submit reports on the financial condition of the club to each Executive board meeting and shall submit an annual report in writing to the annual meeting each year.

The Executive Council shall conduct the affairs of the club between regular meetings. The members of the Executive Council shall be the elected officers, and the chairperson(s) of the standing committees. Meeting of the Executive Council may be called by the Chairperson or by a majority of the members of the Board. A majority of the Executive Council shall constitute a quorum necessary to conduct a business.


ARTICLE VI

All meetings called, special, and annual shall be posted electronically on the chapter's web group page and or website and also noticed in the campus newspaper, The Shorthorn. An advisor must approve all called meetings and may do so either with written approval and/or by electronic signature.


ARTICLE VII

Section 1)The cost of membership shall be determined by open vote of the Executive Council with consideration given to all members and shall be collected only in the presence of an advisor.
Section 2) Membership dues shall be: Ten (10) Federal Reserve Notes per every member per semester and shall be collected no later than thirty (30) calendar days prior to the last school day of the first month of said semester
Section 3) Membership dues shall be collected by the Treasurer or by any member of the Executive Council approved by the Treasurer, any funds not collected directly by the Treasurer will be forwarded to the Treasurer in a timely manner. A receipt will be awarded by the Treasurer upon acceptance of dues if requested. Funds must be collected no later than the 15th day of the month.
Section 4) Dues may also be paid on a yearly basis.
Section 5) Allocation of funds shall only be approved under ARTICLE XI Section 1.
Section 6) Failure for any member, barring Executive Council ruling as to the contrary, to maintain their dues will be considered forfeiture of any and all privileges and rights granted herein, and reinstatement of the member shall only take place upon majority approval of the Executive Council and then only with the all past dues submitted in Federal Reserve Notes.


ARTICLE VIII

The Standing Committees of this organization shall be:
Education and Safety, Membership, Social, Programs, and Finance.

The Education and Safety Committee shall be responsible for providing the organization with information relating to firearms safety.

The Membership Committee shall be responsible for recruitment and orientation of new members.

The Social Committee shall be responsible for arranging and setting up all social functions for the club.

The Programs Committee shall be responsible for arranging and setting up programs, speakers, etc. for club meetings.

The Finance Committee shall be responsible for setting up fund-raising projects for the club and preparing a budget.


ARTICLE IX

The UT Arlington chapter of SF2A suffers no jurisdiction of any formal affiliation with any organization, national or otherwise, and no such affiliation is intended nor should be construed.


ARTICLE X

Qualifications of any advisor are outlined in ARTICLE III Section 1. Selection of Advisor(s) shall be by extending by invitation, either written, oral, or electronic to an appropriate party as outlined by UTA policy and/or rules by any member of the Executive Council. The functions and or duties of any advisor shall be in accordance with the UTA Regents' Rule and or otherwise granted herein.


ARTICLE XI

Section 1) Any matter that requires a vote may be introduced by any member. The two bodies must be in agreement on the issue in its entirety. Most matters will require but a simple majority to pass, but Constitutional Amendments and financial matters require a 2/3 vote in each body. If a vote passes one body and not another, the matter will be debated and amended until both groups come to a compromise agreement.
Section 2) Constitutional Amendments require UTA approval prior to final ratification.


ARTICLE XII

This chapter will be maintained and function under all the rules of the University of Texas Arlington.


ARTICLE XIII

Any activity relative or pertinent to SF2A shall require a simple majority vote with the exceptions as listed in ARTICLE XI. Recreational activities by chapter members are not subject to such approval.


ARTICLE XIV

Robert's Rules of Order, Newly Revised, shall govern all proceedings of the club, except when inconsistent with these by-laws.
